8. Re-register the taskbar using Windows Powershell
This is another solution which worked for the majority of the users. To apply this fix, you need:
Type Windows Powershell in Start menu search bar when it appears in the search results make a right click and Run as administrator. When UAC screen appears click Yes to continue
In the Powershell window, type copy & paste following code and hit Enter.
Get-AppXPackage -AllUsers Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)AppXManifest.xml”}
Before following below step: Make sure option to show hidden file in Windows 10 is enabled. For that, launch File Explorer -> Switch to View tab -> Check Hidden items box. If you do not follow this step, you will not find TileDataLayer folder.
Once the process is completed. Navigate to following directory C:/Users/name/AppData/Local/ in this, you need to replace Users with your account name. Here delete the folder named as “TileDataLayer”
In case, you’re unable to delete TileDataLayer folder, then press WIN + R to launch Registry Editor. In the space provided type services.msc and click OK. Here scroll down until you find “Tile Data model server“. Right-click and select Stop it.
Now again try to delete TileDataLayer folder.
Reboot your system and check if this fixes the Windows 10 task manager not responding issue.
9. Clean Install Windows 10

Task Manager Not Responding Troubleshooting
Hello.
Let me start form the beginning. Yesterday I Downloaded the free word viewer app to look at some old .docs I transferred from an old XP machine.
This is the first app I've ever downloaded and I had to sign in with my email to download it. No biggie, it worked alright, but then I set my computer to shut down, and the display went blank but the lights and fans kept going for two hours with no display, and no response to any commands I gave it.
I held the power button to get the machine to finally power down.
Today when I turned it back on, It asks for my email password instead of my normal computer password to login, and nothing is working right. The Cortana search bar and windows key/taskbar are completely unresponsive, The task manager is just a white box that says its not responding, and if I try to change my account in PC Settings, the PC settings app crash before it opens.
All of the programs I have installed on my computer seem to work fine for now though, just windows apps are messing up. I did try restarting a couple times but it didn't make a difference. As far as I can see all the apps are crashing and all of my desktop programs are working fine.

I'm not sure if the forced power off or the different password or a combination thereof is causing this.
Things I've tried:
I tried running powershell as an admin and input the Get-AppXPackage -AllUsers Foreach {Add-AppxPackage -DisableDevelopmentMode -Register '$($_.InstallLocation)AppXManifest.xml'} Command. I waited an hour and nothing happened. It just sat there.
I then tried Running CmD Prompt and entered DISM /Online /Cleanup-Image /ScanHealth. It got to { 20.0% }
Then it said:
error 605
The specified Buffer contains ill formed Data
The DISM log file can be found at C:WINDOWSlogsDSIMdism.log
I'm completely lost on this one, any help would be appreciated.
